Question: Do you mean that all there is to zero-search-time documentation is a new type of index?

Answer: No. Fully ZST documentation also features a more rigorous task-oriented approach to instructions (procedures) than what is typically found in documentation nowadays. We try to make a given procedure have no more than seven steps. If a step in a procedure consists of several (or many!) instructions, these are broken out as a separate sub-procedure, etc., a la structured programming. The user never has to "figure out" what to do next, or what he or she is expected to know at a given point. Everything is explicit, with hypertext links to explanatory material and, of course, to sub-procedures. Every procedure in a ZST document "looks the same"; it always has the same structure.
